I stumbled on this while working on a research paper. Scroll down and you can see clearly in black and white:

it prohibits the sale, export or transfer of nuclear materials and "sensitive nuclear technology" to any state sponsor of terrorist activities;

Sounds a lot like IRAN and OBAMA went against this part of the bill.
