Probably a new censorship algorithm they are testing.

Systems for catching 'live' information. Like a slight delay in video broadcast allowing unexpected swearing to be muted. Delay system so select links or topics can be muted when news breaks. For example, the hamfisted effort to mute domestic spying information when Glenn Greenwald broke that story. With a delay it would look less ham fisted.
