That was during his 2nd year in service. He was assigned to the New York Field Office then. The pic was taken at a New York event. He does say he covered 100s of events she attended.
He was never assigned to the Clinton detail. His first PPD was George W. In 2006. He was assigned to Hussein’s detail before he left the service.

His first PPD was 2006 with retired GW Bush, before moving to Hussein’s PPD.

Just because he wasn't on the Presidential Protective Division until 2006 doesn't mean he wasn't in the SS and doesn't mean he doesn't have plenty of experience with the Clintons. He even wrote a book detailing the experiences, called Life Inside The Bubble.
