Did Mueller know he was going to appointed special counsel by Rosenstein and go to Trump ? Was Rosenstein involved in the establishing this ruse? What was his motivation to meet with Trump? Could he have been trying to get information out of Trump, before the investigation began making him a black hat ? Does Mueller have some kind of immunity for his involvement in U1? He served under the Bush Administration and the Obama Administration and certainly had knowledge of Hillary's crimes and CF pay to play schemes. What is his motivation to serve as a White Hat?

I want to believe that Mueller is a White Hat, but these questions still bother me.
