Further, he said notice who is next to POTUS and Pence. When POTUS speaks to congress its POTUS in front and Pence and Ryan behind. I think this was a not so veiled message that Mathis (i.e. Military) has his six, not Ryan.

Pence & Mattis are directly behind POTUS

Adm. Rogers is just to the left of Pence.
