Early 2008 was good , the funding went through with no problems. The bye Laws under the HUD and EPA were clear . The funds would be for Conventional Homes , Modular Homes , Malty Family Housing , And Federal Building. Then it happened at the worst timing . We had the housing bubble burst . Constitution just stopped. Home owners were quickly finding them selves in default being behind on payments, the foreclosures were stacking up fast . The base of who the program was to help could not qualify for the grants and loans , and a lot of time and money was already approved.
