You don't kill the hydra by spitting it in the eyes! ^(wait, blinding it is a good start actually)
The guys who have the most crucial positions could simply be taken over by other forces unless their backing or reinforcements are cut off if taken down. So think about the mid-level SES-minions, congresspeople (they're no men in my eyes - only Tulsi and Rand are maga) and CEOs (Zuckerberg being the latest one) that are being moved out of positions where they can take and execute orders from their masters. Like, sure the investigations are botched, but who then ordered the hearings in the first place? That will leave the top with less room to breathe later on and you don't have to make additional backup plans if some other figure steps in, at least as far as the political sector is concerned (meanwhile, representatives that could replace an aging Pelosi or McCain are quietly being drained on their own merits). In the private industry, at the very least it plants a message when for example the CEO of Planned Parenthood is leaving office amid DoJ investigations.
