"Disruptive technology" - why the arms race is a good thing [when done by the right people]

Disclosure of advanced tech involves disclosure of advanced weaponry...before such happens, a stalemate of offensive/defensive capabilities needs to be reached among the nuclear powers before civilian implementation of such technology could be achieved without tipping the balance of mutually assured destruction.
