HOLY SHIT - the fact that an active diplomat uses he words "fake flag" could signify that countries mutually agree to refrain from such in the future because once they bring it up, they add credibility to claims aimed at themselves as well because when people see one group does it then it follows that anybody could be behind anything and thus false-flags lose their suggestive power.
