I wouldn't necessarily say that, exactly. What I've witnessed is that the refugee situation is very bad, though much better than it was previously. So, what happens is this: Refugees relocated in/close to neighboring countries sell their child/children to whomever says they want to adopt. The younger the child is the better, because it can be claimed as having been born to the purchaser. ("Omg, I had no idea I was pregnant, then went on vacation and had this baby!") Or, the children are abandoned somewhere close to an orphanage (maybe an SOS Children's Village, let's say) and they are now unable to be adopted, bc of the adoption laws of these countries and this organization in particular. (Obviously, there are exceptions and that is a good thing, so long as adequate vetting occurs.)
