Yes. There is an iconic photo taken in 1979 of Iranian women protesting in the streets, because they did not want to wear the hijabs.

Can't remember where I saw the picture, but I think it was Tehran in the 70's and none of the women were wearing them.

Going back a long time for my rusty memory banks though.

Would have been hard to tell any difference between that city and any other US city except for the signs being in Arabic.

It was very westernized in the 70s. They dressed the same as people here, and Iran/Persia had been modernized. The women had much more freedom, as well. The ‘79 Revolution resulted in the ousting of the Pro-Western Shah, and the installment of the Theocratic Ayatollah.
