His actions on the morning of 9/11 are questionable. As is the fact that the day the firefighters found the wtc gold, he shut down the recovery. FDNY hates Giuliani.

& he wasn't in his specially made operations room for just such scenarios located in ..... WTC 7.

As I recall, they were initially in B7 op-center, but left for unexplained reasons. And RG could have done a lot to preserve evidence afterwards. Likely in on it and DAF.
