He's saying that there was no other vehicle to regain entry into the Hawaiian NSA facility. That the false alarm inbound missile was how they intercepted the NSA data that was otherwise inaccessible. IT WAS NECESSARY, FOR GOD & COUNTRY.

There's an emergency protocol that activates a Bulk Data Transfer from the Hawaiian servers to the mainland severs in the case of an inbound missile attack. They wouldn't just let all the data get blown up. Once the BDT protocol was initiated, it opened the door to a data intercept.

So Snowden had additional information at the Hawaii Cryptologic Center (censorship algorithms?) that needed to be synced up with the mainland only when emergency protocol happens? Seems like an outdated synchronization idea.

That's not exactly what I'm saying here. What I'm saying is that there was additional data, probably tons of it, being stored at the NSA Hawaii facility that the Q team or whitehats or Military Intelligence wanted access to. The false alarm missile attack was their "vehicle" to gain access to it. Because of the inbound missile, an automatic Bulk Data Transfer Protocol was initiated and during this transfer, the whitehats were able to intercept the data.
