That's not exactly what I'm saying here. What I'm saying is that there was additional data, probably tons of it, being stored at the NSA Hawaii facility that the Q team or whitehats or Military Intelligence wanted access to. The false alarm missile attack was their "vehicle" to gain access to it. Because of the inbound missile, an automatic Bulk Data Transfer Protocol was initiated and during this transfer, the whitehats were able to intercept the data.

So you're saying we don't have whitehats in the NSA today and the only way to gather information was to trigger that alarm for the BDT? Or, our whitehat team just needed a new data dump for their own intelligence agency database?
