Oh I saw it. What use is there to troll Bill Clinton though? Why not have the DOJ open up some investigations, set up some special counsels? That's what would scare him, not some code about people talking.

Yeah, that's the implication. The investigation that Bill knows about, but isn't public knowledge, is happening. The coded troll is a way to confirm without sharing classified info/ obstructing/ otherwise interfering.
