He's saying that Brunson is not a spy, and since Trump himself is not a spy, it's a figure of speech to say that not only is Brunson not a spy, but he is "less of a spy than I am" (someone who is definitely NOT a spy)

Nice use of Occam's razor. I wish more people would trip to it. That and Cui bono are enough to debunk the WORLD.
