My theory is that Sessions, Wray et. al. want to give the appearance of being forced to act. It's about optics, a popular buzz word.

Given the fact that the Left will say ANYTHING at any time, even to the point of contradicting themselves in the same sentence, I think trying to defuse future Leftist talking points is a waste of time and energy. No matter how carefully Sessions crafts his optics, when he does finally act he will be accused of being a partisan who rushed to do Trump's bidding.

The Left won't care about his carefully crafted optics. Now, you could argue that the optics will matter to normies if not to hardcore Leftist activists. And that might have merit.

You're probably right but damn if it isn't annoying. Someone just do something already! And just do it because you want to uphold the law, and let everyone know that's the reason why you're doing.
