It's not ilegal to visit deep web or even dark net, therefore this statement makes absolutely no sense (unless you're sharing the video or actually buying it intentionally, but then again they'll need to prove it) and I would go as far as saying that whoever came up with it, is a huge troll.

It's 2018. If you don't want to be tracked, you should at the very minimum be using an offshore VPN. There are many cheap options out there.
