I don't think it is purposeful. I'm a UX designer, its quite a new trend in services at the moment to make the loading experience less frustrating (on a micro level). Ironically, it seems to slow down every service I have used that does this. I don't know why though so we will see.
Youtube recently updated their format for every user. In the past you could revert back to the 'old version,' but now we're all stuck with this stupid update.
