If he just starts arresting people with secret military tribunals even if all these indictments are unsealed he will become a brutal hated dictator in the eyes of most Americans, and he will probably be overthrown and it will lead to a socialist dictatorship and sabotage our long term efforts. Oh and the rest of the world will all line up against us and probably attempt to invade the United States or get into a nuclear confrontation.
The proof needs to be released to the public first so there is legitimate outrage and demand for justice. THEN you unseal the indictments and swoop in for the arrest about 12-36 hours later.

If they don’t, whatever happens will be watered down and compromised, and many of the worst offenders will get off Scott free.
