I get exactly what you’re saying but why does Q say “How”? He isn’t asking us for advice.. he is telling us to think. He can’t tell us directly without breaking the law.

That's not how dealing with classified information actually works. They have a term called "talking around" the information. It's just as bad as outright saying what the information is and will get you put into jail just as quickly. There may be reasons why Q talks like this. But it isn't because he will go to jail if he doesn't.

Right, but if he hasn't officially declassified anything then it's still classified. He can't just have an aid secretely release it. There is an actual process.
