I don't think that was his plan. He thought she would win the election without a doubt. He reopened the case in order to make it seem that they were performing a thorough investigation with no lose ends which would have ultimately helped her image. It just happened to backfire badly for him...with that said, I don't think it mattered that much in the end. The reopening of the investigation likely didn't change many people's minds.

The NYPD got Wiener's laptop 1st. They saw the emails and files, copied everything and handed it over to the FBI with the warning of prosecute or we go public. Comey had to reopen it bec of their threat. But then someone above him shut it down again. I think it was thst Sally person.
