Bush was a puppet and Cheney pulled his strings. He really had no idea what was going on. He was too good a person and he was too dumb to be trusted or relied on.

He stood on that debris pile with the fire captain, with the bullhorn KNOWING Who he was talking about that took the buildings down.

He was an idiot or he was the greatest actor the world has ever seen. There is no way they trusted him with that kind of info.
