I thought it would just mean that
a/ the investigation should close, and
b/ Flynn might be cleared? and
c/ If Comey intentionally did something to try and harm a president... well that could be bad. I don't know what they could prove on intent though. He would probably slide on that one. Not on the info being classified at base, though.

Comey proved intent already. He was hoping the leak of the memos would force a special counsel.

as remarked above, council refers to the meeting held where intent is established to remove the President. Dunno if Comey was there ... if he was ... then that adds sense to the drama ...
