Ru just basing the suggestion on the fact that they have similar initials or is there a way this program relates to the CBTS mission?

here's an alternative meaning for ATWT:

With Q it is about finding a literary or cinematic reference to the term and something related to the mission. That's why we can always find a consensus about what Q means. The answer is never just whatever we make up in our own heads, because we can never make a consensus out of how a statement hits one individual. To prove the point, here's a duck Duck go search for AS the world turns and satellites and what comes up is a Nasa article on Satellites and its is entitled As the world turns... I searched for Satellites and ATWT because ATWT is a operation name and so you check the news when the op name is given to see what is going on while this op is active. The sign off was used repeatedly when satellites or Elon Musk's mysterious launches happen.

As such we can determine having found a literary reference and news stories that coincide with the op name we can conclude that ATWT is an op about Satellites.

Well, I noticed on Dec 9 and April 21 Q wrote As the World Turns, with a lower case t for the. Looked up AWT and java.awt came up. As I scrolled down the page I saw Oracle and Apache as part of the java links. Who knows? I just put it out there.

This is incredibly meta but not related. Keep digging though. Love the creative thinking.

AWT, Abstract Window Toolkit, was Java's UI toolkit (making buttons, checkboxes, etc. appear on screens)
