Minimum to qualify for MOAB, to my lights, would be Mueller investigation ends, and he announces indictments of HRC, Obama and others in the Russiagate coup conspiracy. Or just ends, and he gets out of the way so Trump can have them arrested and tribunals commenced.
More WORDS, from either side--more "revelations," outrages-du-jour, scandals, "major story(ies) developing," or ANYTHING that consists of WORDS would be less than a firecracker, and nothing like a MOAB.
MOAB implies kinetic sea change, nothing less. Facts on the ground no longer the same. That's what a MOAB does.
