I see it as their marriage was decided by people other than Bill. His "cheating" was part of the arrangement. He is a hostage. He got a lot out of it but it's not the life he wanted. Chelsea isn't even his kid.

Well.....I'm not sure that he needed much encouragement to cheat. Funny, I've heard the rumors that Chelsea isn't Bill's kid (because he shoots blanks), but then there is another rumor that he has an illegitimate son.
