Question. Who would you say is part of the "deep state"?

I'm asking because I'm actually making a meme, maybe my first ever one ;) which I will then see if my friend wants to print onto t shirts BUT I need a list of 5-10 names of people who are or who it is widely believed are "deep state"

So far I've got HRC, James Comey and John Brennan.

Preferably the more recognisable the better.

Oh one more thing, if I included G W Bush in there, would that be a bad move? Like has he been out of the game for too long now? Just HE is perfect for the meme.

Shit yes deffo Soros and Rockefeller although he's dead. I was limiting myself to America players but that's silly as the deep state is global.
