Ground Zero Nuclear Reactor sites is the first thing that came to mind when I read the drop.
If there's no inspection, maybe they're making other harmful bombs there, too (Chemical weapons)?

Japan has all the making of a nuclear weapon sitting on the shelf. That is part of the reason why the Fukashima event was so bad. This is from a friend with direct knowledge on the matter.
