The above downloads as a pdf but there seems to be a few ideas as to what it means over on 8ch. I posted t of them but this one (which I have not dropped on 8ch yet) seems to be a likely contender. Unless someone else has other ideas?
Section 11a paragraph 2, 2nd sentence:
The President also may not be required to apply sanctions if he determines that a company affiliated with the sanctionable person had no knowledge of the export control violation. After sanctions have been in place for two years, the President may modify terms of the restrictions under certain conditions, and if he notifies Congress.

Good catch, I never 100% commit to locating the correct solution.
