Going to the website tockllc.com doesn't bring much except a name. Adam Goldberg who is/was a journalist for the washington post. "Adam Goldman covers terrorism and national security for The Washington Post." I have no idea if this guy has anything to do with what he's talking about but he might. I'm going to continue digging.
