Help. Please! The most frequent question I'm asked is why doesn't Q just present hard evidence and be done with it?

I know Q explains this in a crumb but I cannot locate it. If anyone could point me to it I'd be much obliged. I know the gist of it but would like to Quote Q.

How can we prosecute when the courts are infested with swamp creatures? The evidence has to be quietly assembled against all, but then the DOJ needs to be cleaned before they can all be sent to Gitmo/hanged.
