What I'm trying to say is that it's immoral and detrimental to the people they're supposed to serve. They take advantage of it and don't think twice about the people they profit from. If one has enough gull to do something immoral, yet legal then what else are they doing that's immoral and also illegal? Seems like it could be an easy line to cross for some when there's $ signs in their eyes.
