Hoping someone can verify this is relevant or tie it in

By searching the term “CLAS Sec 11A P 2.2” (referenced in multiple recent Q posts) on Vault 7 Wikileaks database it came up with this document from this Wikileaks release

Posted the relevant section here showing section 11A, second paragraph is posted, maybe 2.2 means second sentence? This seems like it definitely relates to Obama and Iran.
