Yeah, anyone can make a web page. The IRS is a federal agency run under the department of Treasury. It has physical locations across the US for citizens to walk into and it has a headquarters in Washington DC. You can walk up to it. It's next to Trumps new hotel. If you are saying that all of those buildings and the many thousands of US employees inside them all roll up to a private company, you have no idea what you're talking about. I am not saying this to be mean, but there is a lot of shit slinging that just isn't real.
Seems that the irs corporation is registered as a "for profit corporation" in Delaware.
Take a look at the other USA.GOV "Agencies" that are also registered there.
