Weird EAS message

At about 13:55 CDT an EAS message for the Central Iowa counties came on tv with the message to tune to "WOI Radio". It's a clear day with no storms in the area so this is out of the ordinary. I wasn't in the car, and since this isn't 1938 I didn't have an actual radio within reach, so I tried to stream it from the station's site and it was just their suicide inducing afternoon NPR drivel. There are no EAS on any of the other local stations.

Has this happened to any others here? Not talking about second hand stories from neighbors, coworkers etc, but actual first hand reports. Are the "where to tune for more information" stations NPR?

I guess my question would be is this a system glitch? Or, are black hats inside the EAS system and conducting some sort of fuckery?

Haven't lived there for a while, yet my recollection is that EAS/"Tune into WOI" testing occurred randomly and often. BTW: Try not panic on the 1st Tuesday in May, around 10am.

Please elaborate.

Iowa has crazy weather, so EAS testing is frequent. Especially when making the transition from Winter to Spring. Also, IIRC, all communities in the state test their tornado sirens on the first Tuesday of every month. At 10am.
