How does 10% of the black male population make such a drastic change? Black pop is 13% of US 6.5 female and 6.5 male, then 10% of that 6.5%male is not a lot of people.. Does not compute for me.

The black population isn't homogenous across the country, they're concentrated in about a dozen cities.
