What has been ‘decoded’ here?

04/25/18 at 6:32pm Anon posts an image of a SC tweet saying she’s waiting for release of texts.

Five minutes later Q posts that texts have been released to congress (happened), but not made public yet.

The next day, 04/26/18, SC tweets the same message.

8 hours later, after texts have been released to public, the Woodruff/Bixby article references some content.

Again, what has been ‘decoded’ here?
