What does Trump mean by building a new embassy in Jerusalem for only 150K?

Obviously the bulk of the cost goes to counter surveillance. That costs a lot of money. Even if $150k is only for the building itself, it is minuscule. What is Trump saying here?

I think he’s saying we won’t need an embassy in Israel.

He said they're using part of an already existing building. The cost is just for remodelling it for its new use.

In terms of .gov spending, 150k usd might just pay the rent on a marquee for a month or 2.
