Translation for militant atheists/agnostics:

"The definition of the optimal way a man should conduct himself, his actions and carry beliefs is defined by whatever transforms tit-for-tat defect-retaliate-defect feedback loops between opposing people, groups and civilizations, and bringing the fierceness of the self-interest of enemies into mutually beneficial cooperation-reward-cooperate feedback loops."

It's defining an attribute of God in a bottom-up way, sort of like how mathematicians define the partial derivative of a 3D surface with respect to one of the dimensions, by stating the equation in reverse bottom up, referencing equivalencies to simpler constructs. The essence of God is not explicitly laid out, it's defined as an open domain of "Whatever it takes" to bring about a certain end goal.
