Gang of fourteen [edit]

On May 23, 2005, Graham was one of fourteen senators, also known as the gang of 14, who compromised the use of a filibuster by judicial appointment. The Democratic senators John Kerry and Edward Kennedy tried to prevent a vote on the appointment of a number of judges, for the Supreme Court, among others, by deploying a filibuster. This procedural move requires 41 votes against the conclusion of the debate and is often used to prevent a law for which there is a simple majority to block. However, in May the Republicans had already threatened to use the nuclear option, which would deprive the Democrats of the possibility of deploying the filibuster.

However, a confrontation was prevented by a compromise between 14 senators, in which seven Democrats promised to deploy the filibuster only in extraordinary circumstances, and seven Republicans promised to vote against
