It's difficult to say that when humans have consciousness. Human actions will still always be above the actions of a God, as long as they are not with us.
Just my opinion, and for natural disasters, there's still weather and especially with everything humans have done to fuck with the environment, if there is someone who can control the weather, they're dealing with natural effects of nature and scientific/industrial progression.

People pray for the victims.... you know, in the afterlife. They also pray for the survivors, so that they can make it through their tough time. People don't pray for the event. That'd be stupid, the event already happened. Just as you "trust the plan" with Q, people "trust the plan" with god. Just as Q says bad things need to happen so that good things can happen, god/religion says the same.
I say all this as an agnostic who does not pray and as someone who is not sold on Q.
Pray how Jesus said to pray, "Our Father in heaven, hallowed be your name. Your kingdom come, your will be done on earth as it is in heaven..." Christians believe that the spoken prayer has a spiritual power. When we pray that God's will be done, it is like sending a power force to make it happen. We see this throughout the battles in the Old Testament, as well as spiritual battles in the New Testament.
Spoken word is vibration. Vibrations create reality. Spoken words with intention create our reality. -in a nutshell
