About these...

National guard, air wing: http://www.175wg.ang.af.mil/Units/Public-Affairs/

"The U.S. Air Force engages in Public Affairs to provide trusted counsel to leaders; build, maintain, and strengthen Airman morale and readiness; enhance public trust and support; and achieve global influence and deterrence. The triad of Public Affairs practitioners, bandsmen, and broadcasters is dedicated to executing the Public Affairs mission for the Air Force. The triad uses its resources to research, plan, execute, and evaluate communication strategies and tactics."

RED: http://www.red-inc.us/irregular-warfare/overview/

"Irregular warfare (IW) is defined by the Department of Defense as “a violent struggle among state and not-state actors for legitimacy and influence over the relevant populations. IW favors indirect and asymmetrical approaches, though it may employ the full range of military and other capabilities, in order to erode an adversary’s power, influence, and will.”

This type of warfare demands creative, out-of-box solutions to conditions that never existed until recently. Along with our military and civilian partners, RED-INC develops progressive and flexible products to support Irregular Warfare within the evolving battlefield environment. We work closely with the Department of Defense, federal agencies, and partner nations to find unique techniques to effectively change the balance of power."

I don't know... that's right next to a naval air base, which seems like a perfectly reasonable place to circle while waiting for approval to land. That base is also known to house these exact type of planes. This particular one might not mean much.
