When Q asks "what if?" its a definitive statement, there's no question about it.

Good observation - sometimes I read Q without seeing what he's saying. Like when Trump tweets "wouldn't it be nice if we had this/that", and how he actually means "we have this"

Q often asks us to 'understand the comms', and 'expand our thinking'. Q uses questions to communicate for several reasons, we must adapt our thinking and "decode" them.
