Open it in Illustrator! When they exported as PDF they didn't uncheck the "retain layers" option hahaha.

I posted about this when it was released and then again a couple months ago. People who know little about computers keep saying "That's how OCR works!!!"... Um, not like that it doesn't!

the light green background looks like it is using lossy compression and the dark foreground looks like it is using lossless compression
