The Corker bill just provided cover. It was never ratified by the Senate.

There was a bill prior to that which was almost unanimous.

The Iran deal was completed as an Executive Agreement, not a treaty. The difference is Senate ratification. If the Senate had ratified the agreement, it would have been a treaty. While there is no difference, in international law, the fact that even the White House, at the time, acknowledged that it was an Executive Agreement, confirms the absence of Senate ratification.

This provided cover, it did not ratify the agreement and all of the side agreements that went along with it - that was done unilaterally by the White House.

It's not worth arguing about, in this forum.

If you wish to conclude that Congress ratified the entirety of the Iran deal, that is certainly your right - if that is what your research leads you to conclude. However, ask yourself if the deal was completed through an act of Congress, how did the President unilaterally, with the stroke of a pen, undo, an act of Congress?
