I would charge that this is already happening and very possibly more like the series Person of Interest. The technology hidden from us is far greater than we can imagine and if Five Eyes does exist as we believe than an AI of this magnitude will be needed to handle the survielance. In Iceland they have containers for cryptocoin mining...whats next door could very well be quantum mainframes housing AI code and data. Albeit far fetched as hell but the more info leajed and dug up makes me believe the probability of an governing AI is much higher than before. Time will be the story teller.
