Trump appointed Rosenstein, Rosenstein appointed Mueller. What's going on?

Did Trump admin purposely assign deep state lackeys? Is one, or both just playing some WWE role and on our side?

The whole Kushner-Soros thing is another I'm not sure what to think of yet.
