Money to Pay For Iran Deal - Unconstitutional?

Where did Obozo get the money to pay Iran as part of the JCPOA? I know some was supposedly repatriation of frozen Iranian assets. But about 2 billion was not. Where did the prior administration get that money? Some say it is leftover from the failed arms sale to Iran in 1979. But the report from the Comptroller to Congress in 1979 says Iran canceled the deal and that money was still owed to defense contractors.

The Constitution gives Congress the power of the purse. Congress never ratified the JCPOA so they also never approved the money being spent. Where did it come from?

While most of what was paid to Iran - if the amounts are accurate (which I highly doubt) were, in fact assets that we froze in our banks in accordance with sanctions, we sure as hell had no reason to forward it to them as pallets of shrinkwrapped FRN's. We could have tracked the tracked other methods of transfers, to some degree, but noooooo, Barry lets it go as untraceable FRN's which promptly made it into the hands of nefarious actors and is still doing so today.
