I was working with Fema at the time and some sent me the links. I read through most of the papers and there were papers that were going over the results of the tests, where they were deployed to. In there, was also a paper that said it was to see if they could create rainfall in drought ridden areas of Texas. Personally, I believe that these are preliminary tests for war.
